Ankara has unveiled its three-year economic roadmap, covering the 2027-2029 period, which includes a comprehensive overhaul of research and development (R&D) incentives. The initiative is designed to strengthen the nation's technology ecosystem and diminish foreign reliance by directing state funding toward critical sectors, including space exploration and quantum computing.
The Medium-Term Programme (MTP) focuses on fostering innovation through targeted investments in existing R&D centers, technology development zones, and business incubators. A key pillar of this strategy is the support for early-stage startups that show significant potential to become unicorns—companies valued at $1 billion or more. The government intends to implement a specialization model, encouraging private-sector R&D centers and technoparks to concentrate on high-impact, deep-technology fields. These include cybersecurity, autonomous systems, hypersonic systems, next-generation materials, nanotechnology, biotechnology, sensors, microchips, batteries, nuclear and renewable energy, blockchain, and robotics.
To support these goals, Ankara plans to establish strategic collaborations between research institutions, universities, and private enterprises. The National Space Programme is set to prioritize research initiatives aimed at developing and commercializing high-value satellite technology to expand domestic production capacity. Furthermore, the roadmap includes plans for building research infrastructure for next-generation railway technologies and eco-friendly propulsion systems, supporting broader national net-zero emission targets for the transportation sector.
The government will also introduce new financial mechanisms to evaluate, fund, and commercialize local patents, trademarks, and industrial designs. By utilizing a university-industry collaboration model, the state aims to fund specialized research facilities and testing labs. Ultimately, Türkiye seeks to pursue global research collaborations in strategic technologies to solidify the international footprint of its domestic ecosystem and further expand its overall development capacity.
