The UK’s internal security service, MI5, has issued a rare public warning regarding the exploitation of British academic research by Chinese intelligence agencies. According to the alert, more than 100 academics linked to institutions across the UK have unwittingly contributed to Beijing's espionage operations.
The security service identified the China General Technology Research Institute (CGTRI)—also referred to as the China Academy of General Technology (CAGT)—as a front organization with deep ties to the Chinese Ministry of State Security (MSS). MI5 stated that the primary function of this institute is to fund research projects that directly enhance the technical capabilities of the MSS for espionage purposes. In many instances, the researchers involved may be unaware that their work is being funneled through a front company serving these intelligence objectives.
Security minister Dan Jarvis addressed the situation, noting that the warning highlights deliberate efforts by Chinese intelligence to leverage British academic expertise to undermine national security. The alert explicitly warns universities and individual academics that maintaining ongoing partnerships with the CGTRI could expose them to the risk of criminal charges for aiding a foreign state.
In response to the warning, a spokesperson for the Chinese Embassy in London dismissed the allegations as "imaginary and purely fabricated." Meanwhile, Universities UK, which represents more than 140 institutions, confirmed it is currently reviewing the alert and focusing on how to support universities in assessing the potential implications for their existing and future research partnerships.
This development marks a significant escalation in the UK's response to foreign interference in higher education. It follows a joint warning issued in June by MI5 and its intelligence counterparts in the US, Canada, Australia, and New Zealand, which highlighted how China’s military intelligence services were increasingly targeting professional networking sites and job platforms to compromise security.
