Public-private partnerships (PPPs) are playing an increasingly central role in Azerbaijan’s strategic economic development plans. The government is leveraging these collaborations to integrate private sector investment, advanced technology, and specialized expertise into critical national projects.
According to Zamir Dibirov, Head of the Project Management Department at the Ministry of Economy of Azerbaijan, the PPP model is a vital component of the country’s efforts to foster economic diversification and attract global investors. Potential areas for these partnerships are broad, encompassing renewable energy, logistics, digital infrastructure, water and waste management, tourism, and social infrastructure.
The practical application of this strategy is already visible in ongoing initiatives. Uygar Durgunay, Executive Managing Officer at ACWA Power, noted that the company's current desalination project serves as a clear indicator of the importance of building long-term cooperation and trust between international investors and the Azerbaijani government. As the country continues to expand its PPP programme, officials expect the model to provide a sustainable framework for driving new infrastructure growth, creating jobs, and stimulating further investment.
