While recent reports highlighted Donald Trump's use of a decoy plane during a trip from Turkey due to security threats, the tactic of switching aircraft for presidential safety has a historical precedent. In 2000, President Bill Clinton used a similar strategy during a high-stakes journey from India to Pakistan.
The Washington Post recently reported that Trump secretly flew from Turkey in July on a military aircraft, while official statements claimed he was aboard the traditional Air Force One. This measure was taken in response to security threats originating from Iran. Decades earlier, Clinton navigated a similar security challenge by flying in an unmarked plane that trailed the traditional Air Force One. The deception became public only when Clinton stepped off the second aircraft to begin a highly secured six-hour visit in Islamabad.
Ahead of that 2000 flight, White House Press Secretary Joe Lockhart and other administration officials maintained the tradition of keeping the White House press corps informed of the president's location. Before departing Bombay, officials held an off-the-record meeting with the president of the White House Correspondents Association to outline the extraordinary security measures.
The discussions focused heavily on the safety of the media. Concerns were raised regarding both the small "pool" of journalists traveling on the familiar Air Force One and the larger contingent of reporters aboard a chartered press plane. This chartered plane landed in Islamabad ahead of the two White House aircraft. In modern times, U.S. presidents routinely, if sometimes reluctantly, agree to travel with a small press pool to ensure independent observers can verify their safety and whereabouts during critical moments.
During the flight to Pakistan, only one journalist aboard the press plane was privy to the president's last-minute switch. The rest of the traveling press and the wider world only discovered the decoy operation once Clinton safely disembarked from the unmarked plane on the tarmac.
