Lake Mead Hits Record Low Water Level Amid Drought

The United States' largest reservoir, Lake Mead, has reached its lowest level on record as the drought-stricken West faces a growing water crisis. On August 7, the lake dropped to a new record-low elevation of 1,040.5 feet. According to data from the Bureau of Reclamation, the reservoir's elevation has fallen every single day since July 31. Officials have tracked these levels since the reservoir first began filling in the 1930s. The previous modern record-low was 1,040.58 feet, recorded on July 28, 2022. That level was the lowest point since July 24, 1937, during the initial filling phase of the reservoir.

Climatologists and water-supply experts attribute the current long-term drought to the exacerbating effects of climate change. These shifts are altering the volume of water falling as snow on the Rocky Mountains, which eventually melts into the Colorado River. The Colorado River Basin, which serves seven Western states—Arizona, California, Colorado, Nevada, New Mexico, Utah, and Wyoming—as well as two northern Mexican states, has been experiencing drought for two decades. This has led to significantly depleted water levels in reservoirs, particularly at Lake Powell in the upper basin and Lake Mead in the lower basin.

The river is a critical resource, serving as the source of drinking water for approximately 25 million people out of the 40 million total served by the Colorado River Basin. Additionally, the river supplies water for 5 million acres of agricultural land. The seven states depend on the river for water supply, hydropower production, recreation, and fish and wildlife habitat. Water enters the 1,400-mile-long river as rain, snowmelt, and runoff from the Rocky Mountains, flowing through the Grand Canyon to Lake Powell, the second-largest reservoir, before being released downstream into Lake Mead for distribution to lower basin states.

Because the river and its reservoirs are currently insufficient to meet demand, groundwater has been extracted from aquifers at an increasing rate. According to NASA estimates, the reservoirs and aquifers have lost a combined 13.7 trillion gallons of water since 2002. The Department of Interior notes that due to the extended drought, the combined water volume of Lake Mead and Lake Powell has not been this low since before Lake Powell began filling in 1963, stating that the “risk to the system has never been greater.”

In 2022, Sen. Mark Kelly, D-Ariz., warned of "drastic consequences for Arizona and other Colorado Basin states" if levels continued to drop. These potential consequences include the loss of hydropower generation and the onset of "dead pool" conditions, where no water would flow out of Lake Mead. The federal government has issued a 10-year management plan and environmental impact statement to address these shortages, with plans to release additional details soon. The proposal calls for significant water-use cuts by California, Arizona, and Nevada, and voluntary reductions by Colorado, Wyoming, New Mexico, and Utah. Arizona officials have expressed alarm regarding these federal requirements, and state water resources director Tom Buschatzke has stated that his team continues to negotiate with the other six states and federal decisionmakers.

Despite the crisis, water users in the Las Vegas area have significantly reduced demand over the past 20 years. According to the local water authority, per capita use has dropped by 58% even as the population grew by 876,000 people. The Southern Nevada Water Authority has implemented aggressive conservation measures, such as paying residents to replace grass with desert-friendly landscaping, banning most new commercial fountains, and limiting water use for golf courses. To date, more than 250 million square feet of grass—equivalent to nine square miles—has been removed. Furthermore, authorities have helped residents purchase an estimated 45,000 removable swimming pool covers, saving at least 5.6 billion gallons from evaporating.

In 2022, the Southern Nevada Water Authority completed a major project to ensure the area could still pump drinking water from Lake Mead during low levels. This effort, launched in 2008, includes a new low-level water intake closer to the bottom of the lake and a pumping station capable of lifting water back up 500 feet.
