Ukrainian President Volodymyr Zelenskyy is scheduled to meet with Prime Minister Andy Burnham at a British naval base this Monday, marking the president's first visit to the UK since Burnham took office. The meeting serves to highlight the United Kingdom's “unwavering” support for Ukraine as it continues to defend against the Russian invasion. This high-level engagement follows a conversation between the two leaders shortly after Burnham entered No 10 last week, where the Prime Minister pledged to maintain the strong backing established by his predecessor, Keir Starmer.
During the visit, the leaders are expected to interact with both British and Ukrainian military personnel who recently participated in Exercise Sea Breeze. This 15-country training deployment focuses on maritime operations and mine exercises in the Black Sea. The most recent phase of the training concluded on Friday in Portland, Dorset, involving more than 200 Ukrainian service members.
In addition to discussing military cooperation, Burnham and Zelenskyy will review joint projects, including the “Stone Cloak” electronic jamming system. The UK has shared the intellectual property for this technology, which allows Ukraine to mass-produce the jammers domestically. Designed to be fitted onto drones, these tablet-sized devices help prevent Russian air defense systems from tracking and targeting Ukrainian equipment. Plans are also in place to integrate the technology into new British weaponry, such as cruise missiles.
Reflecting on the partnership, Burnham stated that Britain remains “shoulder to shoulder” with Ukraine, emphasizing the government's resolve to achieve a just and lasting peace. He noted that the Stone Cloak innovation is a vital contribution to the security of both nations. Official figures from No 10 indicate that total UK support for Ukraine has reached £25bn since the full-scale invasion began in February 2022, with £16bn allocated specifically for military assistance.
The visit follows a period of intense diplomatic activity under the previous administration. Keir Starmer visited Ukraine multiple times and frequently hosted the Ukrainian president. During Starmer's final visit to the country, Zelenskyy awarded him the Order of Freedom, Ukraine's highest honor for an overseas national. At a press conference held during that visit, the president expressed his desire to build a strong relationship with Burnham and requested an early meeting.
