EU Demands Meta and TikTok Boost Fact-Checking After Migrant Surge

The European Union’s tech leadership has issued a firm directive to Meta and TikTok, demanding they take decisive action to curb the spread of disinformation during times of crisis. The European Commission held formal discussions with representatives from both platforms this past Friday, prompted by a surge of migrants into the Spanish territory of Ceuta late last week.

Authorities believe a wave of online disinformation was a primary driver behind the chaotic incident, during which tens of thousands of individuals rushed the border following false rumors that the crossing was open. Henna Virkkunen, the EU commissioner for tech sovereignty, security, and democracy, emphasized that platforms must maintain the integrity of the digital space, especially throughout crisis situations. She stated that monitoring must be increased and cooperation with fact-checkers strengthened, noting that the EU intends to conduct follow-up assessments on Monday.

The impact of the event was significant. Spanish authorities reported that between July 30 and July 31, approximately 72,000 people entered the enclave from Morocco. By Tuesday, all but 2,000 had been returned to their origin, though officials confirmed that 80 people lost their lives during the crossings. The incident has since sparked a diplomatic rift between Spain and Italy, while right-wing political voices have utilized the event to argue that Europe is facing an uncontrolled immigration crisis.

Magnus Brunner, the EU’s migration chief, labeled the Ceuta episode a critical test of the bloc’s border security and its resilience against disinformation. While he noted it is currently too early to determine if smugglers or a foreign power, such as Russia, were behind the online manipulation, he warned that the EU must improve its ability to track misinformation trends in collaboration with Europol and other agencies. Meanwhile, an open-source investigation conducted by the technology firm Golden Owl has concluded with a high degree of confidence that the migrant rush was a deliberately organized operation. Notably, several media outlets, including AFP, maintain paid partnerships with platforms like Meta, Google, and TikTok to support efforts in tackling disinformation.
