Delivered via diplomatic missions and embassies, the document highlights what the ministry characterizes as a systematic policy of "occupier terrorism" supported by the Israeli government.
In response to the ongoing situation, Palestinian diplomatic missions have been placed on high alert. The ministry is actively engaging with international organizations, parliaments, and foreign governments to address daily reports of killings, the destruction of civilian property, including the burning of mosques and homes, and the imposition of movement restrictions between West Bank cities and villages. According to the ministry, these actions are not isolated incidents but represent a state-backed policy that provides military and political cover for illegal settlers. Officials warned that this environment of impunity grants a "green light" for further settlement expansion, forced displacement, and broader plans for annexation and ethnic cleansing.
Official figures detail a severe human toll since October 2023. In the occupied West Bank alone, Israeli forces and illegal settlers have killed at least 1,182 Palestinians, wounded thousands, and detained approximately 24,000 individuals. Data from the Palestinian Colonization and Wall Resistance Commission, reported on July 6, indicates that in the first half of this year, illegal settlers conducted 3,488 attacks against Palestinians, ranging from land seizures and shootings to arson and village assaults, resulting in 17 deaths.
The scale of the crisis extends to Gaza, where the health ministry reports that Israeli military actions—including air strikes and gunfire—have killed 1,191 Palestinians and wounded 3,853 others. Overall, since October 2023, the conflict in Gaza has resulted in over 73,000 Palestinian deaths and more than 173,000 injuries, with 90 percent of the enclave's civilian infrastructure suffering widespread destruction.
