The Blues have been handed a suspended two-window transfer ban and fined £10 million by the Football Association (FA) for historical breaches of agent rules. The club had initially faced a suspended six-point deduction, but the Blues successfully appealed against this sanction, which has now been set aside.
Current Chelsea owners BlueCo self-reported the breaches to the FA after discovering them during the takeover process in 2022 and have remained cooperative throughout the investigation. The FA confirmed that it charged Chelsea FC with 74 breaches of FA Rule E1.2. The club admitted to these breaches prior to a hearing. An independent Regulatory Commission originally imposed the six-point deduction, which was to be suspended until 30 June 2027, alongside the £10 million fine. Following the club's appeal, an independent Appeal Board set aside the points deduction and imposed a registration ban for two complete and consecutive transfer windows, also suspended until 30 June 2027. The £10 million fine was not subject to appeal, and the FA stated the full amount will be invested into grassroots football.
In a statement, Chelsea said they were pleased with the outcome and grateful to UEFA, the Premier League, and the FA for their engagement. The club confirmed that this concludes all regulatory proceedings against them. This follows previous settlements with UEFA and the Premier League concerning the same self-reported regulatory matters. The FA noted that it is continuing to investigate individual misconduct arising out of this case.
In March, Chelsea were fined £10.75m by the Premier League and handed a nine-month academy transfer ban. Additionally, in 2023, the club was fined £8.6m by UEFA for submitting incomplete financial information between 2012 and 2019.
