UN Reports Over 100 Civilians Killed in Ukraine Strikes

The United Nations has issued a strong condemnation regarding a sharp escalation in attacks targeting civilians across Ukraine. According to reports, more than 100 people were killed and at least 429 sustained injuries over the past week as Russian strikes hit residential areas, passenger buses, and critical infrastructure.

Khaled Khiari, the UN assistant secretary-general for the Middle East, Asia, and the Pacific, briefed the UN Security Council on Friday. He stated that attacks by the Russian Federation have reached a "new horrifying level" since the council's previous briefing on September 23. Khiari emphasized that this pattern of escalation has contributed to a significant increase in civilian casualties throughout the year, with every month recording higher figures than the corresponding month in each of the previous three years.

Beyond the immediate loss of life, Khiari warned that persistent strikes on Ukrainian cities and essential infrastructure are disrupting the lives of millions. He specifically expressed concern regarding attacks on telecommunications networks, retail businesses, food suppliers, and logistics companies. "All attacks on energy infrastructure and on population centers must cease immediately," Khiari said, highlighting the urgent need to protect civilians before the onset of winter.

The official also addressed civilian casualties resulting from intensified attacks by Ukrainian forces inside Russia. The Office of the UN High Commissioner for Human Rights (OHCHR) recorded 3,890 civilian casualties in Russia between January and September, consisting of 496 deaths and 3,394 injuries. Khiari reiterated that all attacks targeting civilians and civilian infrastructure, regardless of location, violate international humanitarian law and must end.

Furthermore, Khiari warned that the war’s consequences are extending beyond the immediate conflict zone, threatening international trade and regional security. He noted that attacks on civilian vessels in the Black Sea have multiplied and expanded in scope. While welcoming diplomatic efforts to secure safe navigation, he cautioned that strikes on ports, grain facilities, and transport networks are contributing to rising global food prices. He concluded by urging both Russia and Ukraine to halt the cycle of violence and pursue genuine diplomatic solutions to end the war.
