During a visit to Portugal on Thursday, US Secretary of State Marco Rubio warned that the conflict in Ukraine has entered a "dangerous stalemate." He emphasized that the United States remains committed to securing a permanent, enduring, and fair negotiated settlement to end Europe's bloodiest conflict since World War Two.
Rubio's remarks come as the Trump administration intensifies efforts to revive peace talks to resolve the four-year war. Ukrainian negotiators are scheduled to arrive in the United States for critical discussions on Friday and Saturday. While expressing Washington's readiness to facilitate negotiations, Rubio cautioned that the U.S. would not participate indefinitely without clear signs of advancement. "The United States stands ready to facilitate that. We have tried. We will continue to try. But we’re also not going to invest in pointless processes if we can’t make progress," he told reporters.
The Secretary of State highlighted the growing risk of the war spilling over into a broader regional conflict, potentially drawing in neighboring NATO members. He warned that escalation could manifest as "a sabotage campaign in neighboring countries that are members of NATO," which could rapidly transform the bilateral war into a far more dangerous confrontation.
This warning follows a notable expansion in the scope of drone warfare. Both Russia and Ukraine have increasingly targeted infrastructure beyond traditional military sites, striking energy facilities, refineries, ports, and vessels transporting grain and oil. More recently, these aerial strikes have also hit data centers and e-commerce warehouses.
Despite these challenges, Rubio reiterated that the conflict must be resolved diplomatically. "This war needs to end in a negotiated settlement. The sooner, the better," he stated. The upcoming meetings with Ukrainian officials are intended to help Washington assess whether renewed diplomatic initiatives can pave a viable path toward ending the hostilities while preventing further escalation.
